I'm fairly certain the last kanji before "hitsu" is 周 (shū/chika), but I have no idea what's before that... seems to use the "戸" radical? It's still a bit blurry so it's hard to tell.

I'm guessing the second kanji is "wa" 和, which would make first part "jinwa" 人和 ("harmony among people"), but I'm not familiar with such an epithet associated with any ukiyo-e artist.
