I'm on the fence about the 2nd kanji -- it doesn't really look like most examples of 和 that I've seen (missing the top of the left radical), but it's pretty close to わ, which is of course derived from 和, so I don't know...

In any event, I think the 3rd kanji may be 成, or maybe a closely-related kanji. So, assuming the first two kanji are some sort of stock phrase (akin to "sanjin" 山人, etc) then that would make the name 成周, perhaps best read "Seishū"?

But I can't find any information concerning an artist using that name, so I am stumped!
