It's Yoshifuji, signing "Yoshifuji ga" よし藤画.
Unfortunately the colophon is too blurry for me to make out much... looks like the date is Meiji something-7, maybe sixth month: 明治x七年六月.
The name of the publisher is very hard to make out, but possibly it is Matsuno Yonejirō 松野米治郎?

What's interesting about that is that the literature I've seen suggests Yoshifuji ceased working in the late 1880s, so I'm not sure what to make of this!
