Here's another print that appears to me to be the same actor in the same scene of the same play -- Nakamura Matsue III as Takao 高尾 in "Date moyō soga no hinagata" 伊達彩曽我雛形:

The only references to this play seem to be from this 1815 production, so I would venture to guess that yours is as well.

That still doesn't answer the question of who the artist of *this* print is, but if it is from 1815, then Toyokuni or Kunisada would both be plausible...
