It's a print adaptation of a panel of the "Hikone byōbu" 彦根屏風, an anonymous painted screen of the 17th century. Wikipedia has the details:

Print adaptations of "old master" paintings were popular in the late Meiji and Taisho eras. As a guess, this could perhaps have been produced for Nippon Gasui-sha (Japan Print Purity Company) 日本畫粹社, c. 1920s.
