The signature reads "Eisen ga" 英泉画, and is that of Keisai Eisen (a.k.a. Ikeda Eisen), 1790-1848.
The publisher seal belongs to Sōshūya Yohei 総州屋与兵衛.
RISD has an impression of this (34.508), which they date to the 1830s:
