The signature reads "Toyokuni ga" 豊国画 ("drawn by Toyokuni"), and belongs to the print artist Utagawa Kunisada I (a.k.a Toyokuni III). Kunisada was the most prolific ukiyo-e designer by a wide margin.
The seals at top are date and censor seals. The date seal (oval) indicates that the design was approved for publication in the third month of 1857.
