Yes, I concur... it reads "Shungyō aratame Yoshiteru ga" 春暁改芳照画 ("Drawn by Shungyō, now called Yoshiteru"). The publisher is Kobayashi Taijirō, usually now spelled 小林泰次郎, but here it is 小林泰二郎. Publication date looks to be Meiji 23 (1890).

Print title: "Meiyo musha kagami" 名誉武者鏡
Figures: Tomoe Gozen 巴御前 and Asahi shōgun Minamoto no Yoshinaka 旭将軍源義仲
