The signature appears to me to be "春畝", perhaps read "Shunpo" ("Shunho") or maybe "Shunbō".

Some quick searches point to a painter working in a nihonga vein named Matsuda, Shunho 松田春畝 but I have not found much of any information past that.

Search for the quoted string "春畝画" and you'll see some material that may be by the same artist.

And by all means do inquire at the Asian Arts Forum, linked at the top of the Q&A main index... this piece is certainly outside of the topic area of this forum!
