The design appears to be a close cousin of "Nojima no sekishō" (or "Nojima yūshō") 野島夕照 ("Sunset Glow at Nojima") from Hiroshige's late 1830's series "Kanazawa hakkei" 金沢八景 ("Eight Views of Kanazawa").

As to the question of what to make of your print, my guess would be that it's an early 20th-century adaptation aimed at the export market.
