I believe the signature reads "ōju Katsu Shunsei ga" 應需 勝春青画, meaning roughly "drawn by request by Katsu(kawa) Shunsei".

The artist, if I have the attribution correct, was a minor Katsukawa school figure, active during the Bunka era, 1804-1818.
