The signature reads "Kiyonaga ga" 清長画, and belongs to Torii Kiyonaga (1752-1815).
This appears to me to be a print adaptation of a painting -- possibly it comes from a page of "Masterpieces Selected from the Ukiyoye School" published 1906-1909; see here for more information:

An image of the painting seems to have appeared in the 12-volume "Ukiyo-e taisei" 浮世絵大成, published 1931 -- I believe this image is from that encyclopedia:

I'm not sure where the original painting might be, if it still exists.
