The signature reads "Toyokuni ga" 豊国画, and would appear to belong to Tokokuni I (1769-1825). This design looks to me to be a tastefully-cropped adaptation of a more sexually explicit original. There seems to have been a distinct micro-genre of such designs, produced (as near as I can figure) in the early 20th century for the export market.
