The signature reads "Eishi ga" 栄之画, and belongs to Chōbunsai Eishi (1756-1829). The publisher seal is that of Wakasawya Yoichi 若狭屋輿市.

The lack of any kind of text on the print makes me think this is part of a multi-sheet design, probably a triptych, but I haven't tracked the design down so I'm not completely sure of that.
