The signature and seal are both 月峰, which, if Japanese, could be read "Geppō" or "Tsukimine". I have no information on an artist using this name.

But for the label on the back, I would have said this probably wasn't Japanese. The woman appears to wear a "cheongsam" ("qipao"), the updated version of which was the quintessential fashionable women's attire of Republican-era Shanghai.
