It's the middle sheet of a Chikanobu triptych. Here is the full design:

JAODB gives the title as "Enoshima mōde no zu" 江ノ島詣の図 ("View of a pilgrimage to Enoshima").

I believe the title as written is actually 江の嶋まふでの図. I wasn't sure what to make of reading "まふで" ("mafude") as "mōde", but MFA Boston catalogs another print with the exact same construction:
