I don't have a lot to offer here, but the title appears to begin "Tōji ryūkō ..." 當時流行, possibly "Tōji Ryūkō iroha ..." 當時流行いろは. The last bit I haven't been able to make out.

To my understanding, "tōji ryūkō" means something like "present-day trends" or "contemporary fashions". And "iroha" was the name of the poem that was used as the standard ordering of the Japanese syllabary.
