The artist is Utagawa Kuniyoshi, here signing in typical fashion as "Ichiyūsai Kuniyoshi" 一勇斎国芳.

The actors depicted are Bandō Mitsugorō (III or IV) 坂東三津五郎 as Kanpei かん平 (left) and Ichikawa Danjūrō (VII or VIII) 市川団十郎 (right). This is presumably Act V, Scene 2 ("Futatsudama", "Two Bullets") from a performance of Kanadehon Chūshingura.

I haven't had any luck trying to pin down the performance date more precisely than 1820s-1830s.
