The print depicts Onoe Kikugorō III 尾上菊五郎 as Nagoya Sanza 名古や山三. I believe this is from an 1823.3 performance of "Ukiyozuka hiyoku no inazuma" 浮世柄比翼稲妻.

That date would make this late Toyokuni I. It's my observation that Toyokuni II's signatures were very similar to Toyokuni I's late-career signatures.
