It's a design from the Kobayashi Kiyochika series "Shōgaku nihon ryakushi" 小学日本略史 ("Abbreviated history of Japan"), published by Sawamuraya Seikichi 沢村屋清吉.

Documentation for this series seems to be scarce, but the dates I am seeing on impressions found online range from 1877 to 1884.
