The title appears to be 奮闘履約. Going by the furigana, it seems it should be read "Funtō yaku o fumu". But that is confusing to me, since 履 has a reading "fumu", and 約 a reading "yaku", so possibly there is a mistake in the order of either the kanji or the gloss.

According to that site, the figures are Katō Kiyomasa 加藤清正, Inoue Daikurō 井上大九郎, and Kimura Matazō 木村又蔵.

Hara Shobo sold an impression of this design, and they have a nice image of it, but they seem to have slightly mistranscribed the title:
