I can't say for sure if that one is by Eisen... the signature just isn't clear enough for me to read. It does seem to start with "ei" 英, and the next kanji *could* be "sen" 泉, but I can't say it much looks like any Eisen signature I've seen, and I don't know what the third or fourth kanji are. All that said, if the Edo-Tokyo Museum says it's Eisen, then it's probably Eisen.

Lots of artists did a version of this scene over the years with different contestants in the ring... try an image search for "相撲取組図" and you'll find quite a number of them.
