Yes, the designs are quite similar. In fact there was a whole micro-genre of such designs, not always quite as similar to each other as these two are, but often pretty similar.

See, for example, this c. 1785 design by Katsukawa Shunshō:

Clearly there was not a high premium put on originality for such designs, so I am not surprised to see one artist more-or-less copying another as in this case.
