It's a frontispiece illustration, or "kuchi-e" 口絵. According to this entry in JAODB, it was designed by Mizuno Toshikata 水野年方 for a 1906 edition of the literary magazine Bungei Kurabu 文芸倶楽部:

Many of the designers of kuchi-e were self-consciously incorporating elements of "western" style, which may be why it looks odd to you.
