I believe the title is 清仏於福州炮撃之図. I probably shouldn't embarrass myself by trying to provide a reading for that, but maybe "Shin futsu o fukushū hōgeki no zu". I think it translates to something like "View of Artillery Bombardment During the Battle of Fuzhou, Sino-French War".

I haven't found this design anywhere, nor do I have a guess as to the artist, but there's a different depiction of this battle by Kunisada III on the English-language Wikipedia entry for the battle:
