As suggested by the inscription, the signature here belongs to Kitao Shigemasa 北尾 重政, here signing as "Kitao Kōsuisai" 北尾 江翠斎.

This appears to me to be a print adaptation of a painting -- such "old masters" reproductions were popular in the early 20th century. I'm not sure where the original painting might be, if it still exists, but here's another impression of the print, presented in a scroll mount:
