The seal certainly looks like Tadamasa Hayashi's to me.

The question is always whether prints are originals or later copies. Without knowing anything about provenance, I tend to assume "golden era" ukiyo-e prints are copies, as vastly more 20th-century copies exist than 18th-century originals. But any print bearing the seal of Hayashi, if genuine, is likely quite a vintage piece.

Working with an expert appraiser is the only way to really be sure with such matters, and I'm afraid I have no guidance on that topic.
