It's the lower sheet of a vertical diptych depicting Sugawara no Michizane as Tenjin. The only other impression of this design I have been able to find so far is from an online seller:

The signature reads "Yoshitora kinsha" 芳虎謹写. The publisher seal reads "Shiba Sen'ichi han" 芝泉市版 -- I take this to belong to Izumiya Ichibei 和泉屋市兵衛, though this precise seal is not documented by Marks.
