If you look at the impressions of this design on the cultural.jp aggregation index, you'll see that there is some variation in attribution. This one gives Yoshitoshi:

But this one gives the attribution to Kunichika:

And another one of the records dates the design to 1868:

I wouldn't venture to guess which artist attribution (if either) is correct, but the date seems very reasonable, given the style and subject matter... a great many designs satirizing the Meiji revolution were issued in 1868/9.
