The signature here is "Hiroshige ga". The series title is "Edo meisho" 江戸名所 ("Famous places in Edo"), and the title "Asukayama" 飛鳥やま ("Asuka Hill").

The publisher seal appears to be the one catalogued by Marks as 23-066, belonging to Tsujiokaya Bunsuke 辻岡屋文助 and used between 1860 and 1863. I can't make out the censor seal in your picture, but it looks plausibly consistent with the those used during the early 1860s.

So this must be Hiroshige II. The design elements look consistent with those of a Hiroshige II series with the same title from 1862/3, though from a different publisher:
