You're absolutely right !

The kite crash was my assumption. I again had a look at the Hokusai illustration. The kite is neatly on the ground, the broken flute near the center of the room, two boys looking sorry and shameful,an annoyed father waving a sword. The scene is similar to that on the banzuke.

Did you gave a look at the illustration of Tomowaka tied to the huge kite ?

Finally Tametomo was just trying to keep his young son safe, sending him to safety before the beginning of a bloody conflict.
