Well, the design is Hiroshige's, so I would say that Hiroshige is the artist.
When it comes to reprints, the thing you'll often see dealers mention is who the publisher was, if it can be determined. With that information, you can sometimes even determine the identity of the block cutter or printer.
I don't see any kind of identifying mark on the front of your print, but there may be a seal or inscription on the back of your print indicating the publisher.
