The artist is Chōbunsai Eishi 鳥文斎栄之 (1756-1829).

Depicted is the courtesan Tomikawa of the Matsubaya (まつ葉や内 冨川, "Matsubaya uchi no Tomikawa").

The design appears to be a simplification of the middle sheet from this c. 1792-3 triptych design:
