The artist is Hiroshige II, here signing as "Baichōrō Kunisada" 梅蝶楼国貞. The publisher seal belongs to Tsujiokaya Bunsuke 辻岡屋文助, and the censor/date seals are for 1856, 11th month.

My hunch is that this belongs to a triptych composition, possibly on a Genji theme, but I have not been able to locate another impression of the design to confirm or deny that theory.
