The artist is Ochiai Yoshiiku 落合芳幾 (1833-1904), here signing as "Ikkeisai Yoshiiku" 一恵斎 芳幾. The publisher seal belongs to Maruya Tetsujirō, and the date/censor seal is for 1861.7.
