The artist is Ochiai Yoshiiku 落合芳幾 (1833-1904), here signing as "Ikkeisai Yoshiiku" 一恵斎 芳幾. The publisher seal belongs to Maruya Tetsujirō, and the date/censor seal is for 1861.7.

This design belongs to a genre called "uke-e" 有卦絵, or "good luck prints". For more on uke-e, see:
