I believe it reads "fukyo fukusei" / "Matsumoto Setsutarō" 不許複製 / 松本節太郎 ("duplication not allowed" / "Matsumoto Setsutarō"). With a little searching you can find another version reading "hanmoto / suri-shi / Matsumoto Setsutarō" 版元摺師 松本節太郎 ("publisher, printer: Matsumoto Setsutarō").

I see that, in addition to the set of abuna-e that your print comes from, Setsutarō also issued noh prints by Hideki Hanabusa. I haven't come across any other information.

Note that I have also seen the name of this printer/publisher given as "Matsumoto Sujitarō" 松本筋太郎, but the kanji in question looks rather more like 節 than 筋 to me.
