The artist is Utagawa Kunisada 歌川 国貞 (1786-1865), here signing "Kunisada aratame nidaime Toyokuni ga" 国貞改二代目 豊国画 ("drawn by Kunisada, now called Toyokuni II").

The series is "Ryūkō soroi medetaki shima" 流光揃目出多喜縞, published 1844.

Note that, confusingly, there had previously been a different artist called Toyokuni II -- Kunisada was pointedly snubbing that artist by signing in this way. In modern usage you will always see Kunisada referred to as Toyokuni III.

Also confusingly, there seem to have been three series designed by Kunisada and published the same year with similar titles and designs. See, for example, these designs from a different publisher than the ones above:
