The print artist should be Toyokuni II. The print is (most probably) the right sheet of a kabuki diptych. Depicted is Segawa Kikunojō [5] (瀬川菊之丞) as Chōgorō (長五郎).
The only performance I know with Kikunojō in the role of Chōgorō was in “Futatsu chōchō kuruwa nikki“, performed at the Nakamura theatre, Edo, in 8/1830. Publisher is unread (starting with kawa “川“).
