I don't think this has been mentioned yet in this thread-- this is a toy print (Omocha-e/ 玩具絵) specifically it is an example of a kumitate-e/組立絵. Kumitate-e were meant to be pasted on sturdier paper and cut out to make a tableaux. I think, but cannot confirm, that these are two sheets from a larger set. You can see examples of this type of print as printed and as assembled here:
