This looks to be number 3 (Sono san 其三) in the same series as your previous query, and it bears the same series title. The best image I've found online comes from the Ackland Museum at UNC Chapel Hill:

ackland.emuseum.com/objects/26593/illustrated-news-of-the-russojapanese-war-no-3-february

The museum has misidentified the publisher -- it is actually Maki Kinnosuke again.

The colophon is a bit hard to make out, but it looks like the first of the two dates is 1904.2.13 (or maybe 1904.2.12?) and the second date is the 18th day of the same year and month.

There's not really a title here, but the text begins:

甲辰二月九日我猛勇ナル大小艦隊八長...

The first part of that is the date 1904.2.9, but for interpretation I defer to the museum-provided translation.
