I know I disagree with Horst at my own peril, but I'm reasonably certain the signature is actually "Ryūsai hitsu" 立斎筆, and belongs to Hiroshige. For some similar signature examples, see:

Back to the image in question, it can indeed be found in Waseda's scan of "Shaka hassō yamato bunko":
