Surely your suggestion that the signature reads "Yoshitoshi ga" must be a typo. Japanese names can often have two or more different readings, but "芳虎" is Yoshitora's usual way of writing his artist name. Some of his prints, especially later ones, carry other artist names, Môsai (孟斎) or Ichimôsai (一猛斎), but as far as I know he has never used the name Yoshitoshi.
