The design is catalogued by the Historiographical Institute of the University of Tokyo, and they identify it as being connected to the Namamugi Incident (生麦事件, Namamugi-jiken) of 1862 (as well as the Sonnō jōi movement more generally), and suggest a publication date of c. 1863.4.

I'm not sure how the read the title, but maybe "Tōji-mono ronshū-kai"?
