The composition is nearly identical to an 1885 vertical diptych on the topic of the Penitence of Mongaku:

That design was in turn similar to an 1845 design by Kuniyoshi.

I agree with manuD that the signature belongs to Hokusai. My hunch is that this is a 20th-century print adaptation of an original painting by Hokusai, and that the design of the painting was cribbed by Kuniyoshi and Yoshitoshi. But I have been unable to locate the painting in question, so that theory should be treated as speculation.
