The artist is Utagawa Yoshitsuna 歌川 芳綱, active from about the late 1840s to the late 1860s. Here the artist signs as "Ittōsai Yoshitsuna" 一登斎芳綱.

The design belongs to a series entitled "Tōsei bijin-zoroi" 当盛美人揃 (here written 當盛美人揃), meaning something like "Collection of modern beauties".

Your design is "Shin Yoshiwara: Miuraya uchi Kōbai(?)" 新吉原 三浦屋内紅梅 ("The Courtesan Kōbai of the House of Miuraya in the New Yoshiwara").

Unless I'm quite mistaken, this exact print appears to have passed through Galerie Zacke in 2017:
