The Smithsonian has an impression of this design, along with several others that they catalog under the name "Ancient Tales":

I've been unable to identify the origin of these designs... they may have been issued as "kuchi-e" 口絵 (frontispiece illustrations for novels and literary magazines), or perhaps in some other context.

I don't see any reason to doubt the authenticity of the print.
