I would be very surprised if your block wasn't used for printing -- why produce such an expensive item and then not use it?
It looks like Kuniyoshi was indeed the artist. A censor seal on a neighboring page is for Man'en 1, 9th month -- late 1860, just a few months before Kuniyoshi died.

One wonders slightly what the block was reused for that it was trimmed in that way, but an interesting item nonetheless!
