It's a Hiroshige II panoramic view of the 53 stations of the Tōkaidō, entitled "Tōkaidō gojūsantsugi ichiran" 東海道五十三次一覧. The censor seals are for Bunkyū 3, 12th month -- this is notionally 1863, though it actually falls in early 1864 in the Gregorian calendar.
The publisher here is almost certainly Fujiokaya Keijirō 藤岡屋慶次郎 -- the publisher seal does not seem to be in Marks, but it reads "Fujikei han" 藤慶板, which is pretty unambiguous.
