According to what I read on this last page, it is the scenario (?) of a play in 8 acts entitled 濱眞砂蒔繪繪高鳥 Hama Masago Maki-e Takashima.
The cover reads 明治座筋書 Meijiza sujigaki. Meijiza is a Kabuki theater in Tokyo, which took that name in 1893.
