The signature reads "Eishō ga" 栄昌画 ("drawn by Eishō"), and belongs to Chōkōsai Eishō 鳥高斎栄昌 (fl. 1790s).

The print comes from an album entitled "Ukiyo-e no hyōjōbi" 浮世絵の表情美, published in 1931 by Bijutsusha 美術社. The images appear to all be "tastefully vignetted" versions of more explicit originals attributed to a variety of ukiyo-e artists.
